This would be unproductive in my opinion. It takes time for people to get ready and catch up with the knowledge and context in the new team.

But if the resuffle is still within one domain, I think it "might" be manageable, it will feel like only rotating the tasks.

How to deal, probably,

* having domain knowledge documented

* having runbook shared and up-to-date in case an incident/issue comes up

* Having the same tech stack will definitely help a lot. Even better, using a single technology framework, which will make the skills homogeneous. Because usually technology frameworks already have a fixed pattern and style.

Other than that, I will need to see on a case-by-case basis.
